Scott Santens has a good idea when he says “Tax Stock the Way Companies Already Issue It” (ie by requiring an annual dilution rate in favor of the UBI distribution). But I suspect that the number of people who would be above the cutoff for a negative net effect is higher if the analysis includes those with retirement income coming from large group pension funds.
And I also think that we should not neglect the option of taxing all wealth transfers (including inheritances and gifts) as income in the year received.<\/p>\n\n\n\n
